security clearance required on day 1 This position will be
responsible for the successful execution of two programs supporting
an Intelligence Community customer, within the ASDS/Space ISR/Ci2
Program Area. The programs are Agile Software development programs,
providing GEOINT data ingest and remediation capabilities. The
Program Manager is responsible for cost, schedule, technical,
operational security and customer interface. This includes profit
and loss (P&L) and AOP accountability for the programs. The
Program Manager must be able to provide leadership, direction, and
execution management of the program to include working directly
with functional leaders within the matrixed organization to ensure
the programs are properly staffed with personnel that have the
right skill sets as well as behaviors, setting priorities,
resolving conflicts & barriers. Execute Gates and major reviews
with the customer with the goal of ensuring the programs have deep
and thoughtful reviews to illuminate issues early. In addition,
this PM will have an opportunity to work on front end of the
business (FEOTB) on Proposals that come into the Ci2 Portfolio.
What You Will Do: Provide leadership, direction, and implementation
management of an Agile SW program with multiple subcontractors Lead
using industry standard Agile practices while working closely
within the matrixed organization and sub-contractors Set program
priorities, resolve conflicts and barriers, implement gates and
major reviews with the customer Manage cost, schedule, operational
security, and customer interface activities Support proposal
activities in support of on-contract growth and adjacent
opportunities supporting the portfolio Be the primary interface
with the Government customer Qualifications You Must Have: R
equires a bachelor’s degree in a related field and minimum of 10
years prior relevant experience 5 years of experience managing
programs/projects to meet the cost, schedule, and/or performance
scope of a contract or sub-area (Integrated Product Team Lead,
Cross Product Team Lead) Experience and demonstrated success in
managing agile SW design and/or development efforts, preferably
using SAFe Agile execution Demonstrated development and application
with any of the following: citi IMS and/or schedule, Risk and
Opportunity management, Earned Value management, closed loop
corrective actions, configuration control and/or financial
reporting Experience leading cross-functional teams while engaging
with various levels of stakeholders to include executive leaders An
active and transferable Top Secret level U.S. government issued
security clearance is required prior to start date. U.S.
citizenship is required, as only U.S. citizens are eligible for a
security clearance (SCI and Polygraph will be required)
Qualifications We Prefer: Proven demonstration of leadership
competencies, especially influential communications, strategic
thinking, cultivating innovation, collaboration, developing talent,
customer focus, and driving results Must obtain Raytheon Program
Management Certification Level 4 and a PMP within 6 months of
start-date Executive communication experience Owns the execution of
long-term strategy for the program and is responsible for the
tactical and operational plans to delivery annual program goals
Effective interpersonal skills especially in team building and
customer relationships Strong business sense to proactively
identify and resolve problems, quickly and efficiently
Subcontractor management experience Experience in capturing new
business/program(s), proposals, and customer engagement
Demonstrated ability to apply Program Manager Best Practices

remote. The salary range for this role is 132,400 USD - 251,600
USD. The salary range provided is a good faith estimate
representative of all experience levels. RTX considers several
