hire requiredWhat You Will DoThe Forensic Nurse Examiner (FNE)
Clinician II job position supports the Texas Health Forensic
Healthcare & Violence Intervention Department by providing
comprehensive patient medical forensic care to patients who have
experienced interpersonal violence to include but not limited to
sexual violence, intimate partner violence, domestic violence,
family violence, human trafficking, elder abuse, and workplace
violence. The RN FNE Clinician II will also serve as a preceptor
for Forensic Nurse Examiner trainees who are in the process of
completing educational and clinical requirements to develop nursing
skill required to care for patients that present for medical care
due to interpersonal violence. Besides bedside clinical practice,
the position also requires administrative duties such as billing,
performance improvement activities, evidence transportation,
ensuring entities are fully stocked with appropriate medical
supplies needed for medical forensic exams, and other duties as
specified by the department manager and/or director.Travel required

entities: Texas Health Alliance, Texas Health Arlington Memorial,
Texas Health Azle, Texas Health Cleburne, Texas Health Dallas,
Texas Health Denton, Texas Health HEB, Texas Health Kaufman, Texas
Health Fort Worth, Texas Health Southwest, and Texas Health
Stephenville
- Provide timely, non-judgmental, compassionate care to patients
with a complaint of assaultive violence by utilizing the nursing
process to identify and prioritize needs
- Assess patient's psychological and social needs and makes
appropriate referrals, collaborates closely with rape crisis center
hospital accompaniment advocate and/or family violence agencies to
ensure optimal outcomes.
- Demonstrate ability to identify needs of patients with a
complaint of interpersonal violence that would require physician
intervention in a timely manner.
- Perform a complete medical forensic examination for the purpose
of diagnosis and treatment to include: a medical history, detailed
head-to-toe assessment for trauma to include all body orifices if
applicable, forensic specimen collection as indicated by history or
examination findings, and photo documentation.
- Maintain chain of custody for each exam and adhere to best
practices and evidence protocols.
- Recommendations to medical staff for appropriate laboratory
testing and/or prophylactic medications per department
protocol.
- Maintain equipment in proper working condition and exercise
fiscal responsibility with department's resources.
- Maintain expertise and current knowledge based on best
practices in performing medical forensic exams per recent research
and best practices from forensic science, trauma and related
issues, legal case law and statutes, evidence collection procedures
and emerging trends.
- Maintain professional role boundaries as a FNE separate from
crime lab, advocacy, and judicial systems of law enforcement,
prosecution, and defense.
- Accurately represent the medical forensic exam during courtroom
testimony when subpoenaed.
- Participate in professional development including departmental
staff meetings, in-services, case reviews, and other education as
assigned by leadership.
- Participate in community education and prevention efforts in
collaboration with or as assigned by leadership.
- Maintain patient logs on a regular basis to ensure reports can
be generated in a timely manner
- Ability to interact and communicate effectively with patients,
families, THR staff, and outside agencies to promote optimal
patient outcomes.
- Assist THR Entity ED Business Office with invoicing by
submitting accurate invoices to Business Office within 72 hours
after medical forensic examination is complete.
- Facilitate documentation storage by scanning all pertinent
paper documents to the appropriate file in HIM and file paper
documents per document storage protocol.
- Provide guidance to all FNE PRN staff and FNE trainee staff in
EMR documentation as the ED CareConnect content expert.
- Provide guidance to all FNE PRN staff and FNE trainee staff in
the use of the encrypted camera system, evidence kits, completion
of documentation to include CVC applications and other duties as
determined.
- Orient all new FNE trainees to service sites under direction of
the department managers and/or director.
- Serve as a real-time resource for THR entity staff, transfer
center, and community partners as needed as regards the management
of the patient presenting with a complaint of interpersonal
violence.
- Maintain services hubs and sites to ensure all areas are
stocked and clean at all times.
- Facilitate collection of camera cards and evidence collection
kits from services sites.
- Facilitate quality assurance assessment of 100% of charts and
report to department manager on a regular basis.
- Precept FNE trainees/students to meet training objectives for
medical forensic exams and clinical requirements adult/adolescent
and pediatric SANE certification under direction of department
leadership.
- Seek advice, collaboration, and support from department
leadership in managing challenging clinical care situations.
- Maintain professional standards that do not create conflict of
interest with employment or patient care, including patient and
medical record confidentiality.
- Maintain all Human Resource requirements for continued
employment in a timely manner, such as but not limited to,
licensure, annual employee health assessment, annual MyTalent
modules, RQI modules, and performance evaluations.
